Responsibilities Establish a monthly HSES meeting for production operations where performance is reviewed and risks are discussed and managed Ensure learning from other operations and departments to prevent incidents before they occur Ensure all incidents are reported and investigated appropriate to their severity or potential severity Review of HSES contractor management systems Establish standards and targets monitoring and periodically reporting on progress achievements made against these standards and targets KPI s Recommend corrective actions and implement necessary changes controls to ensure achievement of plans standards and targets. Guide and direct offshore locations supply bases and external suppliers contractors in meeting HSES requirements Ensure ISO14001 OHSAS18001 and Green PROPER ratings are retained Ensure updated Emergency Contingency Plans are in place tested Support the recruitment training and development of offshore HSES staff Assist with development of training modules for HSE skill sets in the Competency Assurance Management system CAMS Support proper and timely completion of SIMOPS manuals HAZOP reviews Risk Assessment and subsequent close out of actions Support contract managers with HSE aspects of external consultants and contractors ensuring they meet or exceed Premier Oil requirements Monthly review of EARS. Hazard Report STOP and CARS action lists close out of action items Participate in audit programme PTW contractor HSE plans to offshore logistic supply bases and contractor facilities. Early Production Facilitiy EPF first oil production in limited quantities from the Banyu Urip field commenced in December 2008. The EPF with capacity to produce up to 20 000 barrels of oil per day started in August 2009. Full field development consists of Central Processing Facilities CPF onshore and offshore pipelines and a floating storage and offloading facility. The CPF situated about 10 km southeast of Cepu and 20 km southwest of Bojonegoro in the center of the oil field will process and treat the crude oil produced. The treated oil will be transported through a new 20 inch insulated buried pipeline to the coast at Tuban and thereafter through a sub sea pipeline to a Floating Storage and Offloading FSO facility. Oil transportation tankers will load crude oil from the FSO for transportation to domestic and world markets. Oil recovery from the Banyu Urip field will be maximized by water injection wells to help maintain pressure in the reservoir and sweep the oil to the producing wells. The injection water will be supplied from produced water and flood water from the Bengawan Solo River during rainy season. Natural gas produced along with the crude oil will be used for power generation at the CPF. The project is continuing to progress land acquisition and major contract tendering activities for the full project.
