The Electrical Commissioning Lead activity shall lead the supervision of the EPSCC Contractor in all activities related to Commissioning of Power generation and distribution systems of the FPSO promoting HSE awareness and behaviour throughout the activities. He will first be responsible for reviewing and validating all FPSO EPSCC Contractor documents during the Pre-Commissioning and Commissioning Preparation Phase including ICAPS database filling. He will then manage a team of two supervisors during the Commissioning Execution Phase Onshore Atshore Offshore . ACTIVITIES PREPARATION PHASE 1. To follow-up the preparation for the Hull and Topsides Pre-Commissioning and Commissioning ensuring that Company requirements and the OPERCOM methodology are followed. 2. To provide assistance to the FPSO EPSCC Contractor during the detailed preparation of the Commissioning including a review of planning and organizational requirements so as to optimize the schedule by maximizing the Onshore Commissioning and keeping Offshore Commissioning activities to a minimum. 3. To review comment the preparation of Electrical Commissioning procedures including ICAPS Pre-Commissioning status index and Commissioning database the handover dossiers certification punch list control planning and deliverables. 4. To follow-up the requisitions for material equipment consumables and spare parts of the Electrical systems. 5. To review the Commissioning Dossiers and in particular the Operational Test Procedures relative to the Electrical scope of work. EXECUTION PHASE 6. To promote ensure safety within the commissioning activities and verify that safety procedures and permit to work system are implemented by the FPSO EPSCC Contractor Commissioning Team especially during the offshore phase 7. To witness and monitor the pre-commissioning activities performed by the FPSO EPSCC Contractor ensuring that the Electrical systems have reached the RFC status with the associated punch list. 8. To witness the execution of Commissioning including FATs at manufacturers premises to achieve maximum productivity minimize cost and achieve smooth hand over. To validate the results of the operational tests. 9. To follow-up electrical tools consumables and spare parts. 10. To ensure Electrical documentation is As-Built including mark-ups . 11. To validate technical change or modification for Electrical systems 12. To ensure that adequate care and maintenance preservation of equipment are being carried out. 13. To supervise the reporting of Commissioning Execution for Electrical systems to ensure that all technical contractual and cost information is properly recorded collected and available for inspection reference as required by law regulations and Company policies. 14. To liaise with the different Systems Area Engineers ICAPS and Punch List coordinators. 15. To follow-up report discipline progress and punch list clearance. 16. To supervise the schedule of Commissioning of Electrical systems in order to reach the planned end date.REQUIRED COMPETENCIES TechnicalOthers - Especially in Hook-up Commissioning - And also in HSE Engineering Construction and Production - Especially in Contractors Management - And also in Project scheduling amp Budget cost control REQUIRED QUALIFICATIONS AND BACKGROUNDEducation EngineerProfessional experience 10 years of experience in electrical systems commissioning maintenance and engineering in the oil amp gas industry. To initially oversee the testing pre-commissioning work at onshore site to assist in managing the interfaces between discipline activities and develop the systems to offshore hook-up commissioning Serve as the Company s source of expertise in areas of testing pre-commissioning and hook-up commissioning. Shall be accountable for all matters related to safety quality assurance and technical compliance during testing pre-commissioning and hook-up commissioning. Interface coordinate and oversee the work with Company Contractor and equipment vendor s personnel to ensure the testing pre-commissioning and hook-up commissioning work packs procedures and materials are reviewed and endorsed by the relevant parties. Monitor the works for conformance with the provisions of the Contract Documents and the Procedures manual. Monitor timely approval all documents including documents from equipment vendors Contractors and other Departments within Company s organization. Supervise and work assignment to site engineers inspectors to ensure the work is done accordingly If warranted assist the Project Manager in negotiations with Contractors regarding changes in contract value or project duration. Witness where possible critical testing and commissioning of the works particularly for critical item such as F G SDS and DCS Review adequacy and accuracy of punch lists. Monitor final completion of the work Perform any other duties that may be requested by the Project Manager EXPERIENCE QUALIFICATIONS Bachelor Degree in Mechanical or Control Instrumentation Engineering Minimum 18 years of experience in the offshore oil gas industry with at least 10 years with hook-up and commissioning of offshore oil gas production receiving processing compression control safety and utility systems. Handled a minimum of 5 hook-up commissioning projects from the stage of ready for testing pre-commissioning to the stage of ready to start-up for offshore oil gas facilities. Offshore facilities shall include large integrated platforms which consist of oil gas production receiving processing compression control safety and utility systems. Ability to provide hook-up commissioning work packs compile equipment commissioning procedures and familiar with computerized commissioning management system Has good supervisory skills and possesses good written and verbal communication skills Familiar with subsea production systems is an advantage Familiarize with the codes and standards such as API ASTM ISO etc Willingness to work at the onshore and offshore sites.
