PROJECT ENGINEER required by our client an International Oil and Gas Operator to be based in Korea. Location Ulsan Korea Type Direct - Project Hire Duration 2 years POSITION SCOPE This position reports to the Engineering Offshore Manager of the Client. The overall role is to oversee and follow up the proper closure of technical issues including scheduling engineering procurement fabrication installation hook-up commissioning and start-up during the EPCIC project execution phase PRINCIPAL RESPONSIBILITIES Assist in the planning following up overseeing and controlling the execution of fiscal and administration functions relating to project implementation within the Project Management Team. He must be able to evaluate steward the closing and report on technical predicaments and risk issues. Ensure that project specific strategies and work scope from design through to start-up of the entire project are being implemented and result meet the performance indices. Knowledge in the established and common codes standards is required. Keeping up to date and coordinate functional roles on health safety environment quality and engineering associated with the execution of the project. Interface and coordinate within the Project Management Team s managers and discipline engineers on distribution of technical information. Interface and liaison with contractor subcontractors and Company s headquarter on issues that affect project implementation compile and maintain current a comprehensive interface register of the issues. Participate in internal and external management and project meetings review and disseminate minutes of meeting and information pertaining to the issues discussed. Compile weekly and monthly reports and issue to Sr. Management Groups and Managers. Stand in for the Engineering Offshore Manager when called for. EXPERIENCE QUALIFICATIONS The candidate shall possess an engineering degree and must have at least 15 years of work experience of which 10 years must be directly related to the design and construction of offshore upstream oil and gas production and processing facilities. Candidate must have project engineering work experience in a multi-million US dollars EPCIC project. Candidate must possess strong drive motivated and with good personal skills. Candidate must also be able to work independently with little supervision good in both oral and written communication and be able to chair internal and external meetings.

JOB DUTIES AND RESPONSIBILITIES SUPERVISES 183 Tecincom team s for the construction activities and commissioning activities on site 183 Visiting Russian Certification Contractors RCC attending site for inspection and witness programmes 183 Certification and Regulatory Administration and DCC personnel 183 Interfaces with DSME ERA coordinator and DSME RCC MAIN FUNCTIONS 183 Approve the Tecincom scope of activities for the construction and onshore commissioning phases in conjunction with ENL management and following review with DSME 183 Select and interview the Tecincom teams for construction and commissioning regulatory and certification activities 183 Develop robust procedures for Tecincom and RCC activities for the onsite construction and commissioning phases of the project and interfaces thereof with the various DSME and ENL departments 183 Supervise - Activities of Tecincom during the onshore construction and commissioning phases of the AD Topside project in Korea for regulatory compliance inspections log books welding and other construction and commissioning act requirements - Planning and coordination of the visiting Russian Certification Contractors on site for the witness testing vendor data review and other permitting and approval activities in conjunction with the DSME ERA focal point and their respective RCC. 183 Liase - With the On site design ENL DSME and WP construction procurement and commissioning teams ENL DSME to ensure that Tecincom and the RCCs can complete their respective work scopes in compliance with the approved Proekt. - With the Transportation and Installation contractor s regulatory focal points for the tow plan and navigational plan and installation approval requirements. - With DSME s flotel contractor for all their marine and operation regulatory and certification requirements in place for entry and operation in Russian waters. 183 Management reporting plan on - Tecincom activities wrt completion of Construction and commissioning acts as required by the Russian regulatory requirements - RCC activities wrt completion of all certification and permitting requirements prior to Topsides sailaway from DSME site. 183 Documentation - Ensure all appropriate and approved certification permitting other documentation prepared by Tecincom RCCs DSME WP and equipment and material vendors are in Russian and is accessible o At the DSME site o ENL Yuzhno on shore base and the offshore platform location o ENL Moscow offices - Maintain a tracking register o via the ENL and contractor DCCs. 183 Coordinate and arrange - Inputs and discussions with ENL E amp R groups in Moscow Yuzhno and Houston on the permitting and approvals plans to meet project schedule and milestone requirements. - All working and acceptance commission meetings for timing location and attendees participants 183 Resolve any issues arising with the appropriate ENL and contractor parties related to - Input data for permits licensing applications - Tecincom comments and DSME construction and commissioning activities related to the Russian certification regulatory requirements - Other contractor parties providing certificates data 183 Complete and maintain minutes of meetings from all working commission RCC witness and inspection attendance meetings and weekly and monthly Tecincom meetings. 183 Management Involvement - Develop ENL Regulatory Certification plan for the construction and commissioning phases - Develop Russian regulatory mandatory training programmes of personnel performing offshore construction work on the platform - Develop and agree minimum Regulatory certification activities offshore that are deemed acceptable for the tight offshore weather window. - Develop plan and arrangements for setting up the Regulatory Certification onshore support base in ENL offices in Yuzhno - Develop approval of all Weld Procedures to be used during the offshore hook up phase - Guide The Topside Customs agency for Topside custom clearance documentation and approvals REQUIRED SKILLS 183 Five to ten years experience in the engineering and procurement of Oil and Gas Projects 183 Experience in obtaining of certification and approvals for the construction and commissioning phases of a project. 183 Post Secondary Education Knowledge amp Skills 183 Previous experience from Russian approvals and certification process for industrial hazardous facilities demonstrated by actual results of achievement 183 Fluent Russian and English language requirements both oral and written 183 Excellent leadership skills and team player demonstrated by actual results 183 Work experience in Topsides construction and commissioning activities 183 Cross discipline working experience particularly in a project environment 183 Ability to work in multicultural project environment 183 HSE experience We Encourage you to apply now using the button below.
