Our esteemed Client based in Jubail KSA is a Refining amp Petrochemical joint venture between the government of Saudi Arabia and an oil and gas major. Our Client is erecting a world-class refinery with a refining capacity of 400 000 barrels per day bpd to process Arabian Heavy crude oil into high-value refined products of the best specifications to meet growing world demand for these products. The refinery is scheduled to start operation by the end of 2013 and produce diesel jet fuel and gasoline in addition it will produce petrochemicals like paraxylene aromatic benzene and propylene. Develop a comprehensive Quality Safety and Environment Manual Integrated Management System in accordance to OUR CLIENT s policies standards and international best practices in the oil industry. Oversee OUR CLIENT Business Operations for all organizations.Status Staff Required Skills Experience Formulate Quality Policy and ensure regular review and update of the same.Represent OUR CLIENT before Quality Certification bodies and boost and maintain close relationships with them.Develop and maintain Quality Control and Quality Assurance Manual to ensure compliance with OUR CLIENT s ISO standards and procedures.Plan and manage regular quality audits on processes procedures responsibilities authorities organization charts and communication channels to improve processes quality and operational effectiveness.Ensure that effective Quality Control Systems are in place and fully-implemented covering areas such as documents records internal audits corrective and preventive actions and non-conforming products. Desired Skills Experience Coordinate with all concerned Entities to develop Quality Control Systems in their respective areas of operations such as customer communications and feedback purchasing supplier evaluation contracts management tendering activities inspections calibrations and data analysis human resources and Management Control.Lead process improvement initiatives such as quality audits gap analyses performance indicators and management reviews and identify and prioritize improvement opportunities.Manage quality awareness and quality training programs in all entities and areas to support effective deployment of OUR CLIENT s Quality Management System.Manage and facilitate Third-party Quality Audits external audits and or cross-audits and prepare Status Reports and recommendations to the Manager HSEQ. Required Qualifications Strong knowledge of Process and Quality Control Management.Strong knowledge of Process Quality and Excellence Systems and Tools such as Six Sigma Lean Enterprise Total Quality management Balanced Score Cards Management of Change and ISO.Good knowledge of Refinery Production Operations systems and equipment.Strong knowledge of most International Codes and Standards in the Refining industry.Strong knowledge of related health safety and environmental regulations.Strong leadership skills.Strong command of oral and written English. Desired Qualifications Bachelor s Degree in Mechanical Engineering or Industrial Engineering or equivalent. Twelve 12 years of experience in Refinery Quality Management of which at least Four 4 years in a managerial position.Provide input and assist in the preparation of impact analysis for newly recommended changes in current operations and processes.Ensure that all recommended corrective actions regarding current deficiencies and weaknesses are properly implemented and report to the Manager HSEQ and the General Auditor on non-compliance issues.Act as a coach to subordinates identify their training and career development and recommend training courses and follow- up on their personnel records such as timesheets discipline vacations leaves and absenteeism.Perform other related duties as assigned by the HSEQ Manager.
